he underestimated the severity of the pandemic. He thought it is like the budget. The pandemic will be cured in a short period of time. It is easy to shut down everything but there is a huge impaction in every decision he makes.

Trudeau tried to push his agenda in the mist of the crisis but the opposition voted down his request (delaying the budget bill).
