No it's not illegal to American foreigners to work in Mexico. There are lot of Americans working in Mexico, especially in timeshare presentations. You just need the proper paper work. From time to time one stumbles across women from the US who work in TJ's sex industry. Most of the reviews I've heard aren't positive.
