As far as extras go, by-law has little to do with it. LE only real concern is that the girls are in a safe enviroment a d that there aren't any underage. The underage burden shifts to the city since the girls are required to be licenced.
The main factor may well be the relatonship between the spa and LE and most definitely the comfort level of the owners/managers to permit extras, risking an indictable offence.
Also, for the most part, LE tend to respond to complaints and in the prostitution business, they only actively search out underage and pimped out ladies

Which 2 we're curious. Bella is always booked and no reviews. Actually very little reviews of any of the girls there. Is BBBJ or FS out of the question there?
