I've been visiting Tokyo Japan about once a year for the past 4 year expect for last year and I can say "YES" from what you wrote it sounds like they are Chinese girls from mainland China.

Here are some tips to tell between a "real" Japanese place and a China place.

1) the Japaneses place is very clean (including outside the place and the waiting area)
2) J place use only young girls (under 30 mostly early 20's ) C place use older girls because the younger one has a harder time in getting a visa to Japan.
3) if you feel the place is dirty and not very clean you can just say "I changed my mind" and leave. Of course they will give you the dirty look but your money.
4) all deals are done up front in the J place, C place they will change price on you mid way for any extra.
5) if the girl isn't willing to change position for you then your in a C place. J place girls aim to please.
